Florida Pool Safety Laws Expand as St. Johns County Enters Summer
New state legislation aims to reduce drowning deaths through swim vouchers and mandatory education for new parents.
Saint Augustine families are facing a renewed call for vigilance as Florida enters the peak summer season for water-related accidents. With an abundance of backyard pools, retention ponds, and coastal access points across St. Johns County, state officials are implementing new measures to combat a record-high number of drowning deaths. Last year, Florida saw 120 reported drownings, with nearly 80% of those victims being children under the age of 3.
New state legislation taking effect July 1 aims to address these tragedies through education and accessibility. Hospitals will now be required to provide explicit drowning prevention instruction to all new parents before they return home. This instruction mirrors the safety warnings often given by pediatricians, emphasizing that a child can begin to drown silently in as little as 30 seconds.
The state is also expanding its swim lesson voucher program. Previously limited to children age 4 and under, the program now offers free lessons to income-eligible children between the ages of 1 and 7. Funding for these vouchers has nearly doubled to $1.7 million to ensure more families can access certified instructors.
Safety experts remind residents that even up-to-code barriers require constant adult supervision. While homes built after 2000 are required to have safety features like four-foot fences or door alarms, recent incidents across the state have shown that adventurous children can sometimes bypass these obstacles.
Future legislative efforts may target vacation rentals, which accounted for 10% of fatal drownings last year. Proposed rules would require short-term rentals to meet the same pool safety standards as permanent residences. For now, local parents are encouraged to designate a focused water watcher who is not distracted by phones or alcohol whenever children are near the water.
